Police launch appeal to find brazen thief caught on camera stealing phone from sleeping victim after he fails to turn up at court to be sentenced

Paul Langan, 58, failed to turn up at court for sentencing after admitting theft. He was caught on CCTV footage by City of London Police taking a mobile phone from a sleeping victim.
